Founding Father of Public Administration


In 1887, Woodrow Wilson wrote an essay entitled “The Study of Administration,” in which he formally recognized public administration as a field of study. He also proposed that colleges begin offering classes in the subject. This formal recognition led to the first introduction to public administration careers program being established at the University of Michigan. The first course in PA was taught by James R. Angell, who was a strong advocate for PA as a form of government management and as a profession.

Wilson first began his foray into public administration when he stepped down from his position as president of Princeton University in 1902. He had previously refused to accept any salary or compensation for his role as president and instead had been supported by donations based on his reputation and influence as a scholar. His tenure at Princeton lasted 15 years; during this time, he focused primarily on the improvement of the school’s administrative structure. He is considered to be one of the founding fathers of the modern university system, having led Princeton through a period of rapid growth and expansion throughout the late 19th century through consolidation with other local schools and lowering tuition costs so that more students could enroll. As president, Wilson hired faculty members who were pioneers in their fields, including sociologist Franklin Giddings, who coined the term “sociology”.
